Ships Registry

Part 1 British Registry  Small Ships Register (SSR)  Local Registrations

Local Registration

Under the Boats and Surf-Riding (Control) (Jersey) Regulations,1969, all craft of 8 feet or over in length owned by a person ordinarily resident in the Island must be registered with Jersey Harbours. Local registrations are split into two different categories depending on the type and speed of craft.  A brief explanation of these is as follows:-

1) Boats and Surf-Riding (Control) (Jersey) Regulations 1969 Part 6 /32 (1) includes any mechanically propelled vessel under 30 feet in overall length designed for or capable of traveling on the sea at a speed in excess of 12 knots. The craft will be allocated a 'JY' number which must be displayed on both sides of the hull  where it will be visible at all times.  The letters and numbers must be black on white, 6 inches high and 1¼ inches wide.  Certificates of Registration expire on the 31st January each year and therefore must be renewed before the craft is used. (NB A craft on a mooring or berth is classified as in use).  Evidence of adequate third party liability insurance (minimum £500,000) must be produced to enable registration under this category.

This category also includes personal watercraft which must also be registered on an annual basis.  In addition to the allocated 'JY' number a 2 digit identity number (PWC number) may be allocated to assist with craft markings.  In these circumstances the PWC number must be displayed on both sides of the hull, black on white, 6 inches high and 1¼ inches wide. The 'JY' number can be smaller in size and displayed anywhere on the craft.  Evidence of third party liability insurance must again be produced. Please note that fishing vessels (J boats) which are under 30 feet in length and capable of speeds in excess of 12 knots also fall into this category and must be registered annually

2) Boats and Surf-Riding (Control) (Jersey) Regulations 1969 Part 3 /8 (1) includes any boat of 8 feet or over in length but excludes vessels registered under Part 6 (as detailed above)  The registration is required once only, but it must be re-registered by the new owner when ownership changes.

Sailboards, Surfboards, Kayaks, Canoes and Kite Surfers must also be registered, but this process is mostly completed through the respective clubs and associations who will provide third party liability insurance with club membership.

Vessels which are fishing for profit are required to be registered with a 'J' number and a licence must be issued by the Environment Department.  Either Part 6 or Part 3 registration will apply (see above) depending on the type of vessel and engine power.

When a locally registered craft is sold within or outside of the island, or changes ownership, a 'Notice of Sale' form must be completed and delivered to Jersey Harbours at Maritime House.  This form must also be completed if the boat is scrapped or declared a total loss.

Visiting craft are exempt from registration apart from those which fall under the Part 6 category, when a temporary visitor's registration must be obtained from Jersey Harbours. To facilitate this registration, proof of current third party liability cover must be presented at the time of application.  This may be completed in advance of the visit by mail.

There are many more Regulations within the Boats and Surf-Riding (Control) (Jersey) Regulations 1969 which cover areas such as speed, driving, noise, markings, hire, etc and a complete copy of the current Regulations is available from the States Greffe Bookshop upon request.  If you would like further advice or information you may, of course, contact the Registrations Department at Maritime House.
