International law requires registration on a national register of any vessel going overseas. A vessel taken overseas must identify their nationality by carrying the flag of the country in which it is registered. A vessel may be placed on one of two registers in order to satisfy this requirement - one being full registration and the other Small Ships Registry (SSR).

Full registration provides documentary evidence of title or ownership and nationality of a vessel. A mortgage or other charge may be entered on the register, protecting a lender's interest by impeding the transfer of title when the vessel changes hands, so long as the mortgage or charge remains    un-cleared.

When an owner decides to sell their vessel they have an immediate advantage in having the vessel on full registration as they are able to prove title to the vessel and the new owner can establish that there are no outstanding mortgages or charges against the vessel. Furthermore, the Certificate is recognised worldwide.
